Consultation on draft regulations for digital traffic orders

The DfT has today issued a consultation on draft regulations, or statutory instrument, that sets out the mandatory information that must be sent by all traffic regulation authorities to the new digital publication service for traffic regulation orders and notices, also known as D-TRO.

The consultation asks for your views and comments on the mandatory information that must be sent to D-TRO, along with when it must be sent, once the regulations come into force.

Following consultation by the previous government, which showed over 87% of respondents supporting the proposal, section 93 of the Automated Vehicles Act 2024 gives the Secretary of State a power to make regulations requiring a traffic regulation authority to provide:

prescribed information about a relevant traffic regulation measure

in a digital format

to a central publication platform

in line with a common data model and standards

A traffic regulation authority is any authority that has the power to make traffic regulation measures (TRMs). A TRM means an order or notice made under any of the following provisions of the Road Traffic Regulation Act 1984:

Section 1 (traffic regulation orders)

Section 6 (orders regulating traffic in Greater London)

Section 9 (experimental traffic orders)

Section 14 (temporary orders and notices)

Section 16A (special event orders), or

Section 84 (speed limits)

The Government is continuing to support delivery of D-TRO. The next step is to consult on these draft regulations that will implement the requirement. We would like views and comments on them. This consultation will be of particular interest to any authorities that make TROs and notices and the transport technology sector, but we would like to receive comments from anyone else who has an interest.
